Why do I get the message "There is a problem with your library record. Please see a librarian." when I try to place a hold?

Why do I get the message “There is a problem with your library record. Please see a librarian.” when I try to place a hold?

This message appears if you have reached the limit on the number of holds you can have. Currently holds are limited to 20 for resident patron types.
